START-UP APPLICATIONS
Our experienced and dedicated consultants can assist in writing and submitting your IV-D Start-Up Application. Federal start-up funding is up to $500,000 for a two (2) year period to establish policies, procedures, and tribal statutes that meet the requirements in the federal regulations. The funding can also be used to establish an office and hire staff.
COMPREHENSIVE PROGRAM PLAN
Following the successful completion of all the start-up tasks, the program will be ready to transition to a comprehensive program that meets all requirements of the federal regulations enabling you to provide a full range of child support services to your tribal community.
We can assist with the writing and submission of your Comprehensive Program Plan to the federal Office of Child Support Services (OCSS). After the plan is approved by OCSS, your program budget is 100% federally funded.
We offer a full range of services, including drafting both your Start-Up Application and Comprehensive Program Plan, including assistance in developing your program policies and procedures, budgets, developing or revising your Tribal laws, program and case management training of staff, and implementation and user training of the MTS.
MODEL TRIBAL SYSTEM (MTS)
As members of the original design and development team of the MTS, and over 40 years combined Tribal IV-D experience, our consultants can provide your Tribal IV-D program with secure, comprehensive, real-time services and support for MTS.
Services include drafting your Advance Planning Document (APD), configuring your MTS to meet your specific program needs, staff training, help-desk services, and document management services. Our services can expand to include design and testing at your request, on your schedule.
POLICIES AND PROCEDURES
We have provided guidance and assistance to tribal child support program across the US to develop or update their child support policies and procedures and we can assist you too!
We work side by side with tribal child support staff to draft the policies for tribal IV-D program ensuring they meet both your specific cultural aspects while complying with the federal IV-D regulations.
We can also draft program procedures that align with your policies that are consistent throughout your daily work and work products to:
- Establish paternity
- Establish right-sized child support orders
- Enforcement and Modification of child support orders
- Location of parents and their assets
TRIBAL LAWS/CODES/STATUTES
When establishing a new child support program, often times, tribal codes/laws/statutes need to be developed or revised to provide the child support program the legal authority needed to carry out the necessary child support work while meeting the federal regulations.
We have assisted Tribal Nations, in collaboration with their legal departments, to draft the necessary language in new, or existing, laws to ensure they meet all the requirements that allow the child support program to provide child support services for children and families in your communities.
PLAN AMENDMENTS
When your IV-D child support program makes changes to the way they do business, such as changes to codes/laws/statutes or case management office automation or automated systems, OCSS requires the submission of a Plan Amendment for approval.
Our experienced consultants can guide the IV-D Director or Program Manager to prepare and submit the Plan Amendment.

When laws and federal regulations and guidance changes, there can be an impact on programs. We are able to provide your program with research, training, and compliance reviews to ensure your program continues to meet the federal requirements, including IRS 1075 safeguarding rules.
