My 26-year career in Tribal Child Support started when I was hired as a Case Manager for the Menominee Indian Tribe of Wisconsin’s Tribal Child Support Program. I gained valuable experience there that allowed me to advance to a Tribal IV-D Director for the Forest County Potawatomi Community’s Tribal Child Support Program. During this period, I also assisted many Tribal Nations to obtain direct federal funding for start-up programs and comprehensive programs.

What started out as nine tribes receiving federal funding for their own child support programs has grown to over 60 Tribal Nations with federally funded child support programs…and still growing. I am privileged to have worked with some of these programs since 2006. In 2017 I made the decision to work as a tribal consultant full time and established my own consulting firm, Tribal Consulting Services, LLC and we are currently running at full speed!

The Forest County Potawatomi Community allowed me to participate in designing the Model Tribal System (MTS) in 2003, the first of its kind in many ways. This program was developed in conjunction with the federal Office of Child Support Services (OCSS) and eight other tribal child support programs who were recipients of federal child support funding. This is the only tribal automated case management system for which full funding for installation and continued maintenance is allowed. It is also the only IRS certified system to date.

In 2010 the Forest County Potawatomi Community became the first tribal IV-D program to pilot the MTS and I served as the Project Manager. In 2014 the MTS was ready for other tribal programs, and again, the Forest County Potawatomi Community was the first to submit an approved Advance Planning Document and obtain federal funding for technical support. I have been dedicated to this joint project with OCSS for the past 23 years. Although OCSS does not have any access to the individual tribal MTS applications, they continue to fully support the MTS by providing continued technical assistance to fix BUGS and provide the Tribal IV-D programs that use it with useful system enhancements.

I am forever grateful and humbled that I was entrusted with assisting tribal families throughout the 15 years with the Menominee Indian Tribe and the Forest County Potawatomi Community. I am equally honored to have assisted tribes across the country, from Maine to Alaska, in successful grant writing for start-up, comprehensive, and program amendments since 2006. I have learned so much from each tribe while writing the plans, policies, and laws necessary for funding.

I was a founding member of the National Association for Tribal Child Support Directors (NATCSD) and served both as Treasurer and President. I also stay involved with the National Tribal Child Support Association (NTCSA) and am a former Board Member.

Some of you might know me by the last name of Lorbecke or Masuca, but I have come full circle, resuming my maiden name and returning to Wisconsin where I began my career in tribal child support in 1999 as the Program Manager for the Lac du Flambeau Tribal Child Support Program, one of the original nine tribes to establish a Tribal IV-D program.

I worked exclusively in Tribal IV-D programs for 14 years in various positions including IV-D Director, Program Manager, Case Manager and Trainer. Throughout those years, I also provided consulting services and assisted several Tribal Nations in obtaining federal funding to establish their own child support programs.

I was a member of OCSS’s design and development team for the Model Tribal System (MTS) and later participated with beta testing the pilot.

In 2013, I accepted a position with the federal Office of Child Support Services (OCSS) as a Tribal Program Specialist in the Chicago Regional office. After retiring from OCSS in 2025, I joined Jackie’s consulting firm, and I’m honored to continue work that can improve the lives of the children and families who benefit from child support services.

Throughout my career, I have been a member of several national child support organizations including the National Child Support Engagement Association (NCSEA) and was a founding member of the National Tribal Child Support Association (NTCSA) and the National Association of Tribal Child Support Directors (NATCSD).

I have extensive historical knowledge and experience of Tribal IV-D programs, and I look forward to meeting and working with you to ensure the children and families in your tribal community received quality and culturally relevant child support services.

Jackie and Tami have been friends and tribal child support colleagues for 25+ years. They share a passion for assisting Tribal Nations to strengthen their sovereignty by establishing and operating successful child support programs. More importantly, they share a passion for assisting Tribal Nations to provide quality child support services to the children and families in their respective communities. Together, they have a wealth of experience and knowledge in all areas of tribal IV-D and would be honored to work with your Tribal Nation.
